Choose between a log normal power distribution among the users, all equal power users, or custom. When you choose custom, the user and power edit boxes become enabled. You can choose the level of power for one individual user relative to the rest. For example, if you chose custom and set user to 1 and power to 10 dB, then user 1 will have a power level 10 dB higher than the rest of the in-cell users. All of the other in-cell users will have the same power.
